Having woken up in Hong Kong, with no memory for the last two years (!), Sydney returns to Los Angeles to try to piece together the last two years of her life and discovers the fates of her friends and family Vaughn has married thinking that Sydney was long dead; Marshall is having a baby with CIA tech expert Carrie Bowman; and Dixon is now the new division head of the L.A. office branch of the CIA. Sydney also learns the shocking fates of Jack and Sloane; the former is in CIA custody for communicating with Irina whom still is in hiding, while the latter is living in Switzerland under house arrest in exchange for co-operation with the CIA. Sydney is granted temporary CIA clearance on a case that may help her regain her memory and she meets a new enemy group called The Covenant.

He also seems to be in no rush to help Murdoch with his latest case where human body body parts were discovered on a riverbank encased in cement. A homeless man living in the woods nearby is questioned and released and Murdoch corresponds with Dr. Ogden who offers him valuable advice in her letters. He also gets help from a retired detective, Malcolm Lamb. Murdoch connects his current investigation a rape and murder that had occurred many years before.

Deputy Assistant Commissioner Charlie Hillian is killed on the night of his retirement party. Hillian was at one time a senior officer in Oxford and was in fact Morse's boss. The suspect in that case, Frederick Redpath, was at Hillian's house the day he died and that chapter from the manuscript is missing. There are other suspects however, including Hillian's ghost writer who will now receive all of the book's royalties; a handyman who was working on the property; and Redpath's daughter, who knew the little girl who was killed all those years before. Morse comes into conflict with with a colleague DCI Dawson, who was one of Hillian's protégés, as they again look into the little girl's death.
