正在调查坠落在太平洋上的不明飞行物体的海上自卫队二尉有动贵文（大澄贤也），遇到了突然出现的蓝光，受发光体的影响，导致遗传因子标准的变质，变成了凶恶的怪兽THE ONE。之后，他（THE ONE）从防卫厅内的特殊机关BCST（对生物工程学的研究机关）的监视下逃走，从此就没了音训。 另一方面，航空自卫队F15J飞行员真木舜一（别所哲也），为了多点时间陪伴患有先天性疾病的儿子继梦决定辞去官职。在最后一次飞行中真木与“红色发光体”在空中相遇。这是the one事件后3个月发生的事情。但是真木奇迹般地生还，然后转职成为了民航机飞行员，展开了新生活。对这样的真木还是有机关非常关注，尤其是BCST中的化学担当官水原沙罗，BCST将真木强制带走，在废工厂中搭建的BCST研究室进行身体上的监视。此时行踪不明的怪兽THE ONE像被某种东西吸引而回来了。遭受THE ONE攻击而濒死的真木，身体发生了变化，在红色光球的力量之下变身了！变成身高10M拥有银色光芒的钢铁身体型态，偶而还有自己意志的真木，跟THE ONE展开作战，但是因为变身不完全，能量快速消耗，在遭到决定性的一击后变回了真木舜一的型态。然后沙罗将这个在THE ONE之后出现的生命体定名为“THE NEXT”。 真木在从东京被护送回BCST研究室的途中得知了儿子继梦入院的消息,在赶到医院后跟妻子蓉子再次的碰面了。此时,人类最大的危机出现了,在吸收了各式各样的生物进入体内而产生变异的THE ONE重返出现在新宿的街道上,从口中发出的的超绝火炎光弹将街道烧毁殆尽有恸的人格已经被THE ONE取代,已经成为不能变回为人的状态。不过那样的有恸以前与水原沙罗却是有着婚约的情侣为了沙罗心中的回忆，并且为了跟儿子继梦的约定，为了保护心爱的家族，真木再次变身。那个姿态更加进化成巨大化40m，在间接部有像流血般的红色，两肘的特征是出现肘刀。现在，以新宿副市中心为舞台，ULTRAMAN与THE ONE的决战之火开始燃烧了！

Set in an underground dungeon inhabited by bundled, ragged human beings, after the nuclear holocaust. The story follows the wanderings of a hero through the situations of survival. People wait for the Ark to arrive and rescue them while their habitat falls apart. Delving deep into the dusty and long abandonded vaults of b-cinema in search of lost gems always leaves me with a bittersweet taste. On one hand the discovery of unexpected gems where no one would think them possible is a rewarding experience. On the other hand though it makes one wonder how many of these remarkable low-budget oddities, personal love affairs of directors never quite famous and now all but forgotten, have almost forever slipped from memory n any case what we have here is a little post-apocalyptic gem from Poland that is really better than it has any right to. The dystopian near future of O-BI, O-BA finds a group of survivors of the nuclear war that ravaged the Earth inhabiting an underworld concrete bunker and biding their time as they wait for the mysterious Ark, an air ship of some kind that will come and save them. The Ark proves to be an elaborate hoax, carefully designed to give hope to the malnourished and desperate denizens of the bunker, while in the meantime the dome that separates their miserable existence from the nuclear winter outside is slowly caving in. What first striked me about the movie is the design of the bunker and the depiction of the survivors. The survivors are gaunt, filthy and terrible-looking penitents, dressed in rags and aimlessly wandering the neon-lit halls of the bunker like automatons. The bunker is a rundown, seedy place, with bright neon lights peering from all sides like the eyes of malignant beasts. On one hand it is a slightly 80's depiction of the dystopian future but the movie never stoops down to MAD MAX cheese. Instead it combines biting political satire with the bleak outlook of a world with no future, black comedy with barbs on apathy, religion and power. The survivors, for example, are fed some kind of flour dropping from a tube that hovers in the air - later on we discover the food supervisor uses books and the Bible itself as filler for this meagre meal. There are many such short symbolic touches, perhaps not life-changing or faith-restoring, yet playful, clever and inspired. One thing is for sure; O-BI, O-BA is not your run-of-the-mill sci-fi schlock. It overcomes its modest budget with creativity and has genuine artistic aspirations both from a writing and directing perspective. My opinion is that it should have been filmed in black and white instead of colour though. The director uses atmospheric light and shadow to great effect and it would have registered even better in stark black and white. The blue-green neon on the other hand outstays its welcome after a while. Just a minor gripe in an otherwise solid b-movie with its heart set in all the right places. Imagine a less bleak THE ROAD (Cormac McCarthy) being injected with the satire and humour of DR.STRANGELOVE and you're getting there. See it if you can find it.
